Business Development Manager Recruitment & Workforce Solutions We’re partnering with a fast-growing workforce solutions business that’s redefining how recruitment agencies engage, manage, and pay their contractor workforce. Operating across payroll, compliance, contractor engagement, funding, and back-office support, this business supports recruitment agencies throughout the UK with fully compliant workforce solutions designed to remove complexity and help agencies scale faster. Their offering spans PAYE, CIS, EOR/PEO solutions, contractor onboarding, invoice finance, international workforce engagement, and supply chain compliance. As part of continued growth, they’re now looking for an ambitious Business Development Manager to build and grow a portfolio of recruitment agency clients while developing a strong contractor network across multiple sectors. The Role This is a pure growth role focused on winning new recruitment agency partnerships and developing long-term contractor relationships. You’ll be responsible for identifying opportunities within the recruitment market, building trusted relationships with agency decision-makers, and positioning the business as a strategic workforce partner rather than just another payroll provider. Alongside agency development, you’ll also grow your own contractor portfolio, supporting workers through onboarding and engagement solutions while ensuring an exceptional customer experience throughout. This is an ideal opportunity for someone who thrives in a consultative sales environment and understands the pressures recruitment agencies face around compliance, contractor retention, payroll, and cash flow. Key Responsibilities * Develop new business relationships with recruitment agencies across the UK * Build and manage a portfolio of contractors across multiple sectors * Generate opportunities through outbound sales activity, networking, referrals, and relationship-led business development * Promote workforce solutions including PAYE, CIS, EOR/PEO, compliance, and funding services * Work closely with internal onboarding and operations teams to deliver a seamless client experience * Become a trusted advisor to agency clients on workforce engagement and contractor management * Maintain regular contact with contractors to maximise retention and referrals * Identify opportunities for account growth and cross-selling additional services * Manage your sales pipeline and consistently achieve revenue targets What We’re Looking For * Proven experience in business development, recruitment sales, umbrella payroll, contractor solutions, or workforce management * Strong understanding of the recruitment agency landscape * Experience building and managing contractor relationships * Confident communicator with a consultative sales approach * Self-motivated, driven, and commercially focused * Comfortable working in a fast-paced growth environment * Ability to build trust quickly with both agencies and contractors What’s on Offer * Competitive basic salary + uncapped commission * Strong earning potential with recurring revenue opportunities * Flexible working environment * Opportunity to join a rapidly growing workforce solutions business * Genuine progression opportunities as the company scales * Supportive, people-first culture with strong operational backing * Access to market-leading compliance and workforce technology solutions About the Business This organisation has built a reputation for helping recruitment agencies simplify workforce management through compliant payroll, contractor engagement, funding, and back-office support solutions.
