Programme Manager, Procurement Transformation Location: Hybrid, 2 to 3 days onsite Contract: Initial 6 months Day Rate: £600 to £700 per day, depending on experience IR35: Inside IR35 We are looking for an experienced Programme Manager to lead a major Procurement Transformation programme within a large public sector organisation. This role will be responsible for delivering a new Procurement and Contract Management operating model, transitioning from a decentralised structure to a hybrid hub and spoke model. You will provide programme leadership across governance, operating model implementation, stakeholder engagement, benefits realisation and cross programme dependencies, ensuring the transformation delivers measurable financial savings and improved commercial outcomes. Key Responsibilities * Lead the end to end delivery of a Procurement Transformation programme * Develop and manage an integrated programme plan, milestones and delivery roadmap * Establish programme governance, reporting, RAID management and decision making processes * Coordinate multiple workstreams including operating model, systems, people, governance and process improvements * Manage programme risks, issues, dependencies and critical path activities * Drive benefits realisation, savings tracking and finance validation * Produce high quality reporting for Programme Boards, Executive Leadership and senior stakeholders * Lead the implementation of a hybrid hub and spoke procurement operating model * Ensure alignment between procurement, contract management, ERP systems and management information * Work closely with Finance, Procurement, Digital, HR, Legal and operational services to deliver successful change Essential Experience * Extensive Programme Management experience delivering complex transformation programmes * Proven experience delivering Procurement Transformation within Local Government or the wider Public Sector * Strong understanding of Procurement and Contract Management operating models * Experience implementing hub and spoke or category management operating models * Excellent programme governance, benefits realisation and delivery assurance experience * Experience working with procurement systems, contract management systems and ERP platforms * Strong stakeholder management skills across Executive teams and operational services * Ability to operate at pace, manage ambiguity and drive successful organisational change
